Property damage - furniture and fittings

Hi,
Many times when I mediate tenancy disputes, I come across that deposits are not refunded fully because of property damage and the full amount is deducted.
Landlords need to consider is it reasonable to demand full cost when things depreciate. Would you pay full price to something which is not new?
